If you don't know they are there or what they are for, chances are you 
don't need them. this is certainly true for Hypercard.
The easiest way to avoid such bloating is to use Clean Install Assistant 
when updating or reinstalling. There are also extension management 
sharewares (forget the names) to find and delete redundant extensions, 
and File Buddy also has some functions along these lines. Conflict 
Catcher is another possible sleuth, one I would not be without when 
using 9 or earlier.
OT has no separate folder in 9.2, and there is no internet config. There 
is an OT extension, and an Internet CP
Probably best to do a clean install of you 9.2, and then to compare each 
fold by hand. Before adding anything, try the update to see it it works. 
For all the newest stuff for which there is a hardcopy, it is simplest 
to reinstall. Otherwise just try the program, and if it doesn't want, 
drag the suspect extension(s) over until it does. Time consuming, I 
know, but the only thorough way I know.
All that's left over can safely be deleted including the entire previous 
systemfolder.
