The idea is not so much "converts" as new users. The main feature is that
it is installed on the PC out of the box and there is support. Thus no
configuration hell of finding drivers for your devices. Also, it is cheaper
than the same hardware with Windows installed. (Of course cynics say it's a
way to sell "naked PCs", as MS likes to call them, so people can install
their unused/bootleg Windows systems.)

There are many caveats about running true Windows software under emulation,
however it does include Star Office, the commercial sibling of Open Office,
which is very stable as  native Linux app. And if users get involved they
can easily install any other Linux over it.
