Since the battery still tests @ 3.6V, there is no point replacing it.
I have seen several cases where the bong is not heard & the video not seen when the battery is weak. But it has usually to drop to 2.5V-3V or less to have such an effect.

Another cause of lack-of-bong is OFTEN the memory.
I suggest using only the highest value stick of RAM you have and starting up, after PRAM zap. Replace it with lower and lower sticks (each one alone) until you hear it, each time after double PRAM zap. Actually you'll hear your drive whir over even if it does not bong. When you zap it should bong, it's a telltale.
Another possibility: bad memory slot (connector).
Still another possibility: daughter (processor) card.
What I am relating here: I have experienced personally ALL these failures.

Of course, before doing all these checks, make sure you seat everything properly and reset the CUDA. No bent pin on the ZIF module?

I do not get the Bong sound, at startup, nor at
zapping the pram nor can I get sound at all. It
all
started when I had a bad surge in the house. The
only thing affected was the Beige G3 DT, even though
it was connected to a surge protector. took out his
power supply to make sure my
motherboard
didn't get harmed.  I was having
all
kinds of startup problems.  I would keep getting a
white empty dialog at the blue Mac Logo and it
would just freeze.
