Boot the computer while holding down the Shift Key (it will boot with no
extensions).

OK, open your Extension Manager and turn on the set Called "9.2 Base Set"
(or something along those lines). Reboot.

Does it still happen (I bet it does)?

Now, create a Set called "Troubleshooting #1" and turn on half the
extensions and control panels. Reboot.

Does it still happen? If not, your culprit is in the extensions and control
panels not loaded. If it does, it's in the set you just loaded. Create
another Set and turn off half of the ones you just turned on.....

Keep doing this until you track it down.
