Well, yeah, kinda.  <smile>
While I can't identify the icon from your description, it kind of 
sounds like some sort of modem or internet connection application 
like Remote Access or similar.
As usual, looking for simple solutions before committing yourself to 
radical surgery is generally the best policy.
What the flashing icon at the extreme left of your menu bar usually 
indicates is that an application is active and running.  So, what you 
have to do is first, identify the icon and second, turn it off.
One way would be to go to your Control Panel and open Extensions 
Manager.  Check through the control panel and extensions to see if 
any of the icons matches the offender. If you find it in the 
extensions, you can uncheck the activate box and restart.  This might 
solve the problem.  You may have to go into the preferences and dump 
the preference folder, if there is one.
If this doesn't offer up an answer, open your hard drive.  Set View 
to Icon and search thru the hard drive for a corresponding icon.  If 
you find it, open it and do a Quit or Command-Q.  That should 
eliminate the flashing icon until the next time you activate the 
application.
