Then you're not running an affected application, or haven't noticed.

In my case it was a 3D app that uses OpenGL heavily for display while 
working in the modelling window; every time I would click on something, 
the entire modelling window would go white for about a half second 
before redrawing, very slowly. Very VERY frustrating.

Re-applying the 10.2.2 to 10.2.3 updater fixed my display problems.

This has been noted in some other applications, and esepcially in games.

(Now this is moot if ATI has updated that updater on their web site.)
