Yes, this is true of any drive over 137GB on an ATA bus.
Q2: What's the cheapest/oldest mac that will recognize a 250GB drive?
Not very old or cheap, Power Mac G4s [mirrored drive doors] and Xserves will recognize more than 137GB correctly. Looking up "large capacity drives" in Apple's Knowledge Base will give you info on it.
Q3: What is a good reference for setting up a cheap used pentium server and can I do that with reasonable ease having not done PC networking for five years or so?
Not exactly sure what you are asking for here, toss out some more specifics.
