You need to extract Apple's DVD player from the OS X install disks. The application Pacifist will do this, like Tomeviewer did in OS 9.
DVD playback will be a pretty rough until you get the G4 zif installed, and even then it will still be a little rough. I have the same set up (g4 533, Radeon 7000, 10.2.8, 768meg and a cdrw/dvd combo drive in a beige MT) and while it can play back dvds, it is not up to top quality standards
