Nope. All the software you'll need is in the OS. You just select which you want to boot from using the "Start disc panel" in systems preference or holding down the option key at start up.

select which one I boot from and to get them setup and configured?
Look into Tech Tool Pro 4. It has the ability to create an E-drive just for emergency boot purposes. Since all Quicksilver's have built in firewire and OS X supports firewire booting, you can also set up an external HD as an emergency boot disc.
The repair capability is really the only functionality I'm looking for, so
it will be a very small partition, just large enough to hold whatever OS I'm
going to install on it.
Panther does not care, but I always found installing them numerically was easier for me to keep track of: 9.2., 10.3.2, etc..
#3) Do I need to install one OS before the other? I've never partitioned a
drive for a Mac, so this will be all new to me, although I've done it
eleventy-billion times on PCs.
Just use the disc utility to set up as many partitions as you want. Very simple to do with Mac and since there's a graphical representation easy to see just how you've sized them. Chose HFS+ for format and check the box, that says "install OS 9 drivers"
#4) Which partition do I put the primary OS on? The first partition
created right? I mean I know the different partition types in PC's, but not
on MAC, are there several different types of partition types (Primary DOS,
extended DOS, logical dos drive, etc.) that can be created like on a PC, or
only one type (much simpler)?
I Have Panther, 9.2.2 and VPC all happily coexisting on one 120 GB drive.
