Technically, you don't need a utility. You only need to modify a plist file. There is a freeware tool to do that for you, though, called PCI Extreme:

I used to do it manually, but after the 4th or 5th time a system update set it back to default, I gave up and went with PCI Extreme. I'm pleased to report, btw, that the 10.3.3 update didn't modify that setting.

A 32 MB video card or greater is required for QE, regardless of whether it's a PCI, AGP (or, presumably) PCI-X card.
