Your best move, with a 3-Mac household, would be to move to a broadband ISP (cable or DSL) and share the connection via ethernet or wireless (Airport). This is much easier than it sounds and you'd be astounded how much better your user experience will be. Depending on the market you're in, your current ISP, Earthlink, may offer DSL, cable or both.
Your next best move would be to call or email Earthlink support and have them help you with the problem. They've always supported Mac users and assistance is one of the things you're paying them for. One thing they might recommend is for you to try their Earthlink Accelerator for Mac package, which might fine tune your connection(s) and eliminate your disconnects.
My impression, btw, is that the disconnects happen more during idle time and not while you're actively using the service. If that's the case, make sure your internet connection settings are not configured to automatically disconnect after a certain period of what it sees as no activity.
If all else fails, another option would be to try sharing the connection through the OS 9 machine. Note that any connection sharing requires a different network port than the one you're using to connect to the internet. So, if you're using the modem on one machine to dial out, you'd need to share over ethernet, Airport, Bluetooth*, or FireWire*. (*Bluetooth and FireWire networking are only an option between OS X machines.)
And, upgrading to 10.3.4 is a good idea, even if it doesn't solve the disconnect problems. It's much improved over prior versions in almost every respect.
