Because that persistent cookie is used to reference your preferences: whether safesearch is on or off, and the level it's at, your preferred language (did you know you can set the default language of google not only to a host of different languages, but even dialects, like Swedish Chef, Hacker, or Klingon?)


Can't do that without some means of persistently identifying you.
