As far as the DVD drive I know not all CD and DVD drives are Mac bootable, that one may not be.
I have just tried and neither the CD nor the DVD will boot Panther, but they will boot Jaguar.
Possibly a flaky 10.3 disk? This is not normal behavior. If a system boots Jag it will boot Panther.
