Anytime any PCI or AGP card is not seated properly the Mac won't boot. The Nvidia card is not seated properly. It does not belong an inch behind the panel. With the faceplate off try to reseat it so that the connections are protruding slightly (about one-eighth of an inch) and the AGP tab at the back of the card lines up with the tab on the motherboard's AGP slot. It may be that the bottom of the faceplate was bent a little and was not lining up with the slot on the computer chassis. That often happens if you rock the card back and forth when removing it instead of pulling straight up. The faceplates are easy to bend. You can boot with 2 cards installed but, since there is only one AGP slot the second card has to be a PCI card. I have to ask, do the pins on the bottom of the Nvidia card look exactly like those on your ATI card (except for the tape on the Nvidia pins)? Speaking of the tape, remember not to remove or alter it when you move the card; pins 3&11 must stay covered.
