That reported number is just the *initial* carrier speed, so it means 
little.  Within 30 seconds (and every n seconds thereafter), the 
modem "retrains" - examines the error rate and changes the speed up 
or down, depending on the current line conditions.  Some modems 
initially lock lower, then retrain up.  Some lock higher then retrain 
down.

As Bruce mentions, you need to judge your connection speed by testing 
it.  But yes, some modems are just not as good as others.  The Apple 
USB modem is, IMO, mediocre.
