Samsungs will reliably burn at 20X, if you can find such media.

Otherwise, Samsungs can burn 16X media all day long without producing
any coasters.

In my experience, Pioneers cannot reliably burn 16X media at 16X
without producing an occasional coaster (1 in 10). I usually run my
Pioneers at 8X, and at that speed they almost never produce a coaster
(1 in 100).

Lightscribe is an option. If you don't want to label your DVDs using
Lightscribe, just use conventional media.

All will play movies.

All will play CDs.
