On rpg dice, they usually have printed numbers rather than holes. This makes sense since obviously you wouldn't want to be sitting their counting 17 holes on a 20 sided dice for instance, so no, they are not accessible I'm afraid.

the closest you can do is stick braille lables on some of the larger ones, but as I said, that's really only a partial solution at best since A, it is really fidly, and B, there are dice that have faces which are simply too small to take braille lables.
