No, the Cartesian system isn't used by military forces. It is
primarily used by architects, programmers, or anyone else who needs to
calculate angles. The bearing system is used by aircraft pilots,
ships, and anyone else who needs to orient a direction based on  polar
north, south, east, and west directions. Obviously, when he decided to
use Cartesian directions in Zero Sight he was thinking in terms of
mathematical angles rather than translating that to polar north,
south, east, and west compass directions that an average person would
understand. In short, he was thinking more as a programmer than an end
user of his game.
