Hi. For voice over work you can advertize the job on list etc. You can then choose who you want to say the dialogue and they could record the dialogue. Sound design is completely different from programming. You use a sound editor to change the sounds the way you want. For raw sounds you can either record them yourself or download sounds from the internet.
