It is the latter (though a package would be welcome also :).

I did try and autobuild it the other day but without success. However,
it's not urgent for me at the moment so I didn't percevere or even look
at the log very closely.[1]

I thought it wouldn't hurt to put it on Alan's list of requested
packages though...

[1] Building libxml2 will be on my list of things to try out when I get
round to rebuilding GCCSDK from a clean installation. I probably also
need to have a dig around to see what NetSurf does about using it at the
moment.
