See <http://en.wikipedia.org/wiki/Joe_job>. This was a targeted attack on Russavia by someone deliberately pretending to be them.
It's a malicious form of attack intended to have Wikimedians take action on each other in error in order to cause disruption. With more sophisticated spoofing going on it is something we all need to stay aware of.
