I'm not sure about the reach of Opera's features, but Phoenix, 
http://www.mozilla.org/projects/phoenix/ , has built in popup killing and 
advanced cookie filtering as well as being really fast; so you might consider 
that to keep your daughter's eyes safe from rude advertisements.  
As far as open source firewalling for windows goes I don't know of anything, 
nor could I find anything on sourceforge/google.
