Hehe....just the sort of thing I was thinking of, as well.  Plant
webcams all over the place.  100% coverage of the entire facility (minus
the security areas), broadcasted over the Internet via a main link and a
redundant link (and a third redundant link if possible).  With sound, if
you can manage it.  

If Rodney King and Cops haven't taught us anything else, it's that, on
camera, it's hard to make ANY arrest look legitimate.
