This is also what I have always heard, but it's not by chance.  Apple 
intends to make it's money from hardware.  Apple is kind of like BMW.  
They could sell their engines to another car company, but people are 
willing to pay for the look and feel of the car.  The engine is a 
selling point, but it's not the main reason people buy beemers.  I think 
apple has always admitted they are more of a hardware company than a 
software company.
Think about the profit margin of companies like dell and gateway - they 
have to sell in volume because they only make a little bit on every 
machine.  Companies like alienware sell far fewer boxes, but they make a 
lot more per machine.

As far as the mac mini, I'm also considering making it my next major 
tech purchase (it was a digital SLR).  If I had to guess at the 
reasoning behind it I would say Apple is trying to get itunes fans to 
replace their old virus ridden computers with a cheap mac.  I think it's 
really smart.
