If something were to happen to cause development to stop on the spec, the licensing terms were to change, etc, could folks (including Glasgow) basically use the last released version as a starting point for continued protocol development, or would the licensing terms (and grants of rights specifically tied to use of this protocol based on this document) force the project and existing users to throw things away and develop something new which would not infringe.
