Each of those proposals could be voted down, but are not subject to
veto.  In other words, a -1 expressed in such a vote is just a -1, not
a veto.

Any Jakarta project that feels uneasy because it
- has an isolated community
- has a broader scope than "Java"
should consider a TLP
