and how does _any_ of that differ from the situation in the DPRK, PRC, or any of the other oppressive governments in the world?
Primarily that they are members of a group that defined an equilateral, binding agreement to limit their capabilities and stockpiles, and be accountable for the same. Saddam has never ever been willing to abide by the requirements and has defied every request, demand, and finally ultimatum to abide by the rules set forth by the participants. A so called leader who isn't intelligent enough to play by the rest of the world's rules concerning WMD shouldn't be allowed in the sandbox. Both North Korea and China have done their share of "posturing" but have not defied the rules, or actually used their WMD against others, while Saddam Asspain has.
