Probably easier to just cancel the emerge in that case and let them try a new emerge command without the offending software. Otherwise you have to deal with the fact that you might be removing stuff from the list that satisfies a dependency for something else, etc. My personal preference would be simply to fail the emerge, similar to when packages are masked. The error message would indicate the license missing from ACCEPT_LICENSES.
