The license is probably a problem for redistribution (as in: when the the driver jar file is included in a download provided by osgeo - eg. when providing this as an extension for geoserver) but is of no concern as a dependency. I don't think that could be resolved afaik there are no open source alternatives; informix users would need to download and accept the license. Note that the driver is available - but without source code - in Maven central: https://repo1.maven.org/maven2/com/ibm/informix/jdbc/4.50.7.1/ so it can easily be accessed with Maven; not like eg. the old Oracle jdbc drivers.

if unsupported, it won't be part of the release (as in release artifacts that can be downloaded)
