This has been a frustrating subject for a long time.
I worked in DB2 development until I retired last year and never managed
to get a straight answer to this.
It is of concern to me as I developed the DB2 support for Geotools,
Geoserver and uDig. My approach with uDig (not yet delivered) is to use
the GUI to download the driver during initialization.

It didn’t used to be this way, I think, they used to try to make
people jump through hoops.
I’m very confident we can use it for the tests, I’m just more confused
about how packaging it up with GeoTools or GeoServer works, which is
why I marked it “provided”, though I do expect it’s fine to distribute
(and if you are happy, I am happy). Probably each individual user of
the plugin should be responsible for complying with the Informix
license agreement. Maybe we could put a link to it in the documentation?

which are in turn needed to keep the module in supported land.
