The phone *is* GSM--that's the voice side. The data options are things like GPRS, EDGE, UMTS/HSDPA.
The iPhone is GSM + EDGE instead of GSM + UMTS/HSDPA.

Choosing GSM gave them access to 70% of the world's population, particularly Europe which is heavily GSM. Steve Jobs is thinking of more than just the US.
