I don't know of any such mailing lists - I've come to see this problem as an
extension  of the "Semeantic Web" effort. (There is a discussion list
http://www.nabble.com/w3.org---semantic-web-f11598.html which does have some
"geo" "gis" threads.)

I agree with your premise but I'm not sure that I need another mailing list.

I think that there is a bit of confusion here between the group and some of
the contributors. If you go back to the archive for the very first month
http://lists.burri.to/pipermail/geowanking/2003-April/thread.html#1 and step
through the messages you'll see that many of the topics you have raised are
there - and that was 5 years ago.

Very eloquently put...

I am intrigued by your mention, in an earlier post, of a need for a (new)
metamodel (http://www.metamodel.com/article.php?story=20030115211223271 ) to
facilitate better use of spatial data.

If you could start a new thread with your ideas on how that metamodel might
"look" I would willingly discuss it.
