The main legal alternative at this time is that breeders should not
breed more than their local market can handle, therefore you shouldn't
need to ship unless for exceptional circumstances (transferring a rare
mutation), which car relays can more easily cover. If you HAVE to ship
to get rid of your excess gerbil pups, you are breeding too much and
irresponsibly.
