OK, well, I have to say if in my area, I had the following problems:
A.  no local market for gerbils
B.  no way to legally ship gerbils
C.  a problem with splitting up mated pairs
and
D.  no competent small animal vet (a neutering is a very easy operation)

Then continuing to breed and then ship illegally is looking even less
responsible to me.  Part of responsibly breeding ANY animal  is realizing
that sometimes, you just shouldn't do it at all.
