It is not illegal to sell frozen gerbils, hamsters, mice, or rats, as
food for carnivorous pets. They must be raised under regulation
according to health, housing, food, etc; be free of diseases, and
humanely killed and properly handled after killing (i.e., flash frozen
to prevent spoilage).

Rats, rabbits, cats and dogs are all eaten in some parts of the
world as food by humans. It may seem unethical and cruel and
inhumane; but it happens. By the same token, do you eat beef,
mutton, pork?
Where does the line end, it is difficult to draw.
Keep your gerbils and other animals, love and care for them
properly, and don't advertise (spread the URL) or bring undue
attention to the place that is selling frozen gerbils then. If you
would manage to get them to stop, someone else would start.
