I'm 14 yrs old.  And I got my gerbils about 4 months ago.  My mom had to buy
the gerbils for me, but I think 14 is old enough to understand that animals
need to be taken care of properly.   So i think teenagers 14 years and older
should be able to buy JUST small animals unless they're with a parent.
