I use standard masking tape (make sure there are no strings or fibers in whatever tape you use). I either tape both the outside and the inside or just the outside and then bury the wheel in the litter for a minute so that it loses the "stickiness" on the inside.
Given the small real estate and deep litter, I find (like Cynthia) that you need to hang the wheel off the side of the tank. About 1 in 8 of my gerbils like/use the wheel.
