No. There are lots of docs that should be with the package and nowhere else:
Manpages for example, reference manuals, etc.

No. That's not what CVS is for. It would slow down the CVS server needlessly
and transfer redundant information on each cvs change to all developers.
We could generate the other formats, though and make packages available like
HTML-docs, PS-docs, ...
