Thank you Tony for sharing this very useful information with the
discussants. There is a growing number of Cybercafes being operated in
sub-Saharan Africa, though most are located in urban or peri-urban
areas. Some are derived from an expansion of previous private
telecentres that formerly provide only telephone and fax services.
(e.g., Senegal, Ghana, Mali, Uganda and recently Mozambique).

But what may be worth looking at is the attempt of manyn post office
operators to use their network of premises located in rural towns to
implement cybercafes in order to deliver e.post services as their usual
products (mail, parcel distributions, postal check accounting and other
financial services) are under serious threats by the technology
revolution. A strategic support may help them establish sustainable CMCs
through which various services can be delivered on a commercial basis
(e.commerce, distance-education, pay- per -download of some
administrative forms (birth certificate, ...). This along with the
school based telecentres are possible ways of exploration.

But I do agree that addressing the sustainability issue prior to any
project development and implementation is definitely the right starting
point.

Gaston
