The main issue is with older people who cannot easily adapt to new technology, and use their telephone lines for other things, like medical alerts. Those lines MUST be up 24/7, so you cannot do it properly from the router without a built in UPS, which very few, if any, ISP's will provide. Plus you are going from a £12 (ish) phone line to a £30 (ish) broadband line, for a household that might not even have a computer.

My mum is 95, and can longer cope with the continual OS changes and website updates, so having used a computer for 40+ years, she has given up.
