Lynn,
Seems to me, that with the header tank being constantly fed either fuel or
air from the fuel pump and being drained to one of the wing tanks, it
doesn't need to be vented. In fact if the drain line were clogged, it
would be pressurized by the pump. If the wing to pump valve was closed,
the header should vent through the drain line to the wing tank. Do you
agree?

Interesting.

The new header tank fuel gauge has NO holes in it to vent,
whatsoever....... Its a sight gauge that we secured to the top of the
fuel cap after the old gauge broke. It has a rubber cap on the top of it
that I could just take off, that would allow venting...

Matt; I think you have found the problem with your engine. The header
tank must be vented in order for the fuel to properly flow to the
carburetor. Where did you obtain this new fuel gauge? I know the ones from
Skyport have vent holes drilled in them. If you still have the old gauge,
put it back on for a test flight. I think you will find the problem
solved. Then return the new fuel cap and exchange it for one that is
vented.
