Dick;    I agree that the pump should provide fuel, but I do not agree
that the header tank is vented to the wings by the fuel return line. When
the wing tanks are full of fuel, the return line fitting has about 2 to 3
inches of fuel above it. This would prevent air from getting to the header
tank. 
In addition, when you rotate for take off and climb, the fuel in the
header tank covers the outlet, and fuel runs into the wing tank(s). If
your header tank filler gasket is not tight, fuel can even come out on to
the windshield when you rotate the Coupe and climb out. 
In fact, on the last Coupe I worked on, I had to shorten the fuel return
stand pipe, and modify the fuel vent in order to keep fuel from coming up
into the fuel gauge. There was not enough room for air in the header tank.

      In level steady flight with about 1/2 tanks in each wing, everything
should equalize. But not necessarily when everything is full.
