    I have a 5 gallon bucket filled with cement, and a galvanized pipe
sticking straight up from the center of it. At the top of the pipe is a
'v' shaped notch (to straddle the tail tiedown loop) with a hole drilled
through it in order to insert a bolt, screw driver, or whatever to hold
it in place. This will do a good job of holding the tail down to
whatever angel you have dictated by the length of the pipe.
    If you want it to be used at different angles, use a very short
piece of pipe and secure a piece of chain onto the pipe.  Then you can
use variable links at the top of the chain in order to lower the tail to
whatever height you want it to be.
    Yes, it's a bit heavy to move around, but it's doable.
