I was about to say there is no way to pop-out a reply, but upon further research there is. If you click the download arrow to the right of the Reply arrow next to Gmail Users, the last option is Pop Out Reply. Then that makes the window look like the compose window from a new e-mail and then you have to click the arrow pointing out to pop out. So, on a reply it actually takes another click to get a full compose window. But, it works.
