This doesn't make sense. Filters always happen automatically. Plus I don't think there is a way to "apply a filter". Maybe you meant to write "labels" instead of "filters"? I think you can create filters to make Categories also show up as Labels too. Create a filter, and in the "Has the words" field, type "category:promotions" (or whatever). Then for an action, have the filter give it an appropriate Label. FYI, I don't use Categories, either the old (Lab) or new version.
