Unfortunately, they aren't labels.  (I already tried "label:promotions" and
it doesn't find anything.)  Gmail treats them uniquely from all labels.  It
seems to be just a programming gimmick that they show on the
Settings/Labels page.

Since 'Bobbymac' says he needs a genuine Label not a Category, then yes he
does need to create a Label.
