OK, thank you all for the answers/suggestions.
In an attempt to try to find the possible answers I resorted to ChatGPT,
I know all the bullsh that is around it but my wife has found it useful
for similar issues around her Mac, in trying to live with version
changes. I suspected that MS might have similar issues.
Chat has been OK, and has made several suggestions, some about GNU's
status as a 'user' written app, and the lack of its recognition as a
'known' app, for downloading purposes by virus checkers, but has found
issues with certain browsers and with MS, and Lenovo PCs and tends to
make broad brush suggestions for MS options, such as 'unblock' other
virus checking options, and as yet has not found a way for me to right
click the download GNU app so that I can be an administrator (I am
anyway) and can work on making the app install. Chat does say Avast is
unreliable (not sure how it knows). It is has doubts about Windows 11 v 10.
Ho hum, I'll plod on and since it is year-end may go to another
accounting app.

Also, now that you've downloaded the file, you can try:
1. Right-click on the .exe file
2. Left-click on Properties in the context menu
3. Near the bottom, you *might* see a checkbox labeled "un-block", if
so, clear the checkbox, then Apply/Close the Properties dialog
4. Try to run the .exe again
If that still doesn't work, or there was no "un-block" flag to clear,
then:
1. Right-click on the .exe file
2. Left-click on "Run as Administrator"
3. Approve the changes/running the .exe (may require an admin password)
