OK, well while it's not clear what you did to trigger the message, it 
shows that
(a) the file exists in the appropriate location (otherwise you'd get a 
different error message) 
(b) it's the file itself that you aren't allowed to access (we can rule 
out the "downloads" directory and, even more so, anything earlier in the 
path)
and so
(c) something has set the file permissions to prevent you from accessing 
it (either your antivirus or Windows Defender; impossible to say from 
just the error message).

I've lost track of whaich AV you said you are using, but at download time 
it should offer the ability to override its decision that the file is 
suspect. If it doesn't then perhaps you should get a more reliable AV.

I just downloaded the file and my AV didn't complain. I use Sophos Home

(of course when I tried to run it, Windows complained about "unknown 
publisher", as expected).
