You can charge for development of a Google Maps application. The terms of service and the enterprise license apply mostly to applications that do not have public access, or require a subscription to use. So if you're planning to sell an application using a Google Maps API, then you would have to acquire an enterprise license. I imagine if the kiosk is publicly accessible, it should not be an issue.
If you develop an application for a client, and they want to lock it behind a pay wall, they are responsible for getting the license, not you - and you should inform them of the terms of service.
