To add to Daniel and Jonathan's posts another reason, aside from the project 
not being publicly accessible, that you'd need a premiere key is for making 
more than the public limit of requests for Geo Location decodes (from 
address to lat/lng).  I don't think you really get a whole lot in the way of 
customization/control of anything else ("how much you can change", perhaps 
you were going for "how much you can charge"? but I don't think there's a 
limit on that... at least not in America :) ).  We have a premiere key 
because our application must reside behind a firewall (among lots of other 
security measures) but I haven't noticed anything different in my experience 
with the maps from someone without a premiere key (same restrictions, same 
capabilities).
